Before you break your brain on this from the start, the research the followers have been doing has brought the fact that the tower is actually currently occupied by living bodies to the attention of the local magistrate, and thence to the king. You have been served notice that the government expects to levy taxes against you shortly (as soon as they can figure out how much you can afford). And while the owner of the tower may be dead, the owner of its environs is the crown. Now, you may be given lease to build your township, providing you prove to the king that your presence in the area is beneficial to him. To whit: you are hereby commanded to travel 3 days hence to join a division of the king's army just recently raised by some local nobles for the purpose of putting to ground a pesky dragon. A convoy has delivered you provisions for the march and you are expected to leave post haste. Any treasure recovered from the hoard should be recorded and reported to the tax authority for the purposes of...taxation.
(This can happen after you've had some small amount of downtime (tower reparations and prettying-up, trick training, etc.), but not before you can (legally) begin work on a hamlet around the tower.)

That works out nicely, I was hoping it would work out this way. The travelling to the king that is. I'll leave my followers at the town to continue to gather money, and information, and I'll draw out a general layout to present to his highness.

You're not traveling to the king, however (he's nowhere near the dragon!) All of this is done through envoys and messengers, but by all means, says the functionary, plan and submit your design for the glory of the King (who will have a real name as soon as the Campaign setting comes out in a month or so - His highness will do for now)

I volunteer my expert recordkeeping skills to become the official tallier a counter of goods found. I expect that Thane, Artaxia, Brona and others can attest to this, and I would gladly speak to them in private about my skills in regards to this job.

This is a rare opportunity to both better ourselves, and to bring our town to fruition. Artaxia can have her grove, I can have my tavern, the Pelorian can have her temple...
