Party treasure that is given to a character to use, is essentially, loaned to that character.
If a character no longer wishes to use a magic item, then it is up to the party as a group to decide if it is sold or if someone else will benefit from it.
If the party decides to sell a magic item, the proceeds are split among all characters.
If a character loses equipment, or incurs costs, those should be replaced first before any additional funds are divided among the party.
