Create a level 12 character using the 15-point buy system (don't forget your free stat point bump for 4th and 8th level).
You have 108,000 gp to spend with the following restrictions: no more than 27,000 gp on weapons, 27,000 gp on armor and protective devices, 27,000 gp on other magic items, 16,200 gp on disposable items like potions, scrolls, and wands, and 10,800 gp on ordinary gear and coins.

If it's not in the PRD you must bring the book or provide the GM with a pdf copy for rules reference.
Please be warned; non-core races will have difficulties in social situations at lower levels.
